Our Mission & Vision

Mission Statement

PUSD and SCDC will provide students with relevant academic courses, highly effective career related vocational programs, and necessary life skills to make a positive impact in society.

Vision Statement

Palmetto Unified School District educates and empowers participants to become employable, self-sufficient citizens.

About us

Education Finance Act (EFA)

There are twelve high schools that serve students ages seventeen through twenty-one. These schools are located at Allendale, Broad River, Camille Graham, Kirkland, Lee, MacDougall, Ridgeland, Manning, Tyger River, Trenton, Turbeville and Wateree. Students at these high schools may complete the twenty-four Carnegie Units for a high school diploma or participate in courses that target the skills required to pass the GED Test. These schools also provide adult basic education instruction for students older than twenty-one who want to pursue the GED.

Title 1

Title I is the largest federal assistance program for schools. The goal is to improve educational services for students by a providing fair, equal, and high-quality education.

Part D (Neglected and Delinquent Education Programs)

Under Part D, students receive supplemental educational services with a focus on Reading/English Language Arts, and Mathematics. Students also receive transition services to prepare them for successful transition back to their home/community and to further education or employment.

Title I Schools: Allendale, Broad River, Camille Graham, Kirkland, Lee, MacDougall, Ridgeland, Manning, Tyger River, Trenton, Turbeville and Wateree

Career and Technical Education (CTE)

Palmetto Unified School District serves a diversified group of students with a variety of programs. Our current programs offer 12 areas of certification. Each program has its own defined curriculum and all instructors are certified in their field. Upon completion of their defined curriculum, students are graded on defined competencies and once finished are eligible for completion certificates. Students also can obtain nationally recognized industry standard credentials such as: National Center for Construction Education and Training (NCCER), Environmental Protection Agency (EPA), and Automotive Service Excellence (ASE) Student. Depending on the program multiple certificates can be awarded upon completion of the required curricula.

NCCER is a not-for-profit education foundation created to develop national standardized construction and maintenance curricula and assessments with portable, nationally recognized credentials. These credentials include transcripts, certificates, and wallet cards that are tracked through NCCER’S National Registry. EPA credentials allows students to work within the heating and air conditioning (HVAC) industry. ASE credentials recognizes the basic student training our students have received.

Nationally recognized credentials allow our students to obtain certifications to better prepare them for entry into the workforce.

Our 30 plus CTE programs (located at 19 different locations) include: Carpentry, Horticulture, Masonry, Master Hair Care, Welding, Heavy Equipment Operation, Auto Body Repair, Auto Mechanics, Plumbing, Electrical, Small Engine Repair, Information Technology and HVAC

In addition to those programs offered as part of our classroom curriculum, we offer certificates in conjunction with SCDC in more than 80 other areas. These certificates are on the job training (OJT) certificates that document skills learned based on the hours worked and the specific skills of the assigned job. Assigned jobs within SCDC are periodically evaluated for inclusion in the OJT program.

Career and Technical Education is annually evaluated for additions and modifications to its programs.

Verification of vocational credentials and access to myNCCER can be found at:

Adult Basic Education (ABE)

Palmetto Unified School District (PUSD) has 21 Adult Education programs under its purview.  The Adult Education programs provide academics instruction, vocational training, and life skills competencies to adults 22 years of age and older.  Education is a fundamental component of rehabilitative and reentry services offered within the South Carolina Department of Corrections (SCDC).

Adult Education provides students an opportunity to improve their Reading/Language Arts proficiency, Mathematical and Writing skills for the High School Equivalency Diploma (GED), Test Assessing Secondary Completion (TASC), and Worldwide Interactive Network (WIN) certificate.

Research demonstrates that increasing the level of education while incarcerated is the greatest factor in reducing recidivism and improving post release outcomes when individuals are released back into their communities.

“Every dollar invested in correctional education saves nearly five dollars in reincarceration costs over three years.” ~ RAND Corporation

Special Education Services (SES)

Students up to the age of twenty-two who have had prior placement in special education programs in other public schools are screened and placed in the least restrictive education environment appropriate with their custody and security level. These students have a specific written plan of instruction/activities that is referred to as an IEP (Individualized Education Plan). The student is assigned to a special education class at Kirkland High School located at the Reception and Evaluation Center (R&E) until transferred to the designated facility. The high schools that serve this population are located at Manning, Lee, Camille Graham, Trenton, Turbeville and Wateree.
